Clue for where in the world this is:
This city is a jewel tucked in the cliffs overlooking the Pacific.
It's described as a city with a benign climate, clean air, and some of the feel of a small town; also, increasing traffic, high rents and home prices, overdevelopment.
It is the home of a major university, an institution and institute, and many biotech companies.
Although in the U.S., it's not too far from foreign soil.

Its University is a part of a much larger system, its sports team named after the son of Poseidon
Its Institution would make Poseidon proud
And its institute was founded and is named for arguably the most famous scientist of the 1950...Can anyone say "Iron Lung"
